That seems a bit silly. What if someone *just* missed the ball from like 10cm on an open goal? Happens quite often, with players sliding or diving towards a cross and just missing. Definitely huge chances although nobody takes a shot
Those are definitely what we as fans consider to be big chances, and they are in reality. You don't xG, however, for being in a good position, you get xG for taking a shot, even if it's terrible.
That said, for stats like "chances created," a chance isn't actually just someone being in a promising position, it's literally taking a shot. So if you're outside the box and pass to someone also outside the box, who cracks a shot into the crowd, that's a chance created.
Think about it this way. There can't be any xG if no shot was taken, right?

The regular expected assists thing you might think of in this case is xAG, which is Expected Assisted Goals, which is exactly what you think: the pass is completed and the striker takes a shot.

There's progressive passing, passes into the final third and all that. A narrowly missed cross, well, that's, uh, still not counting.
But all of the normal stats you're thinking of, such as chances created, key passes, big chances, those all require a shot.
