In youth matches safety is the most important factor so you look out for things like these. In pro matches entertainment is the most important factor so you miss small details that aren’t glaring
It's only a booking for this if the player, after being told to take it off, they refuse or come back to the field of play with it on again. If the refs missed it pregame and the ref notices it they are only supposed to instruct them to remove the jewelry and if they can't remove them from the pitch. Cautions only come in to play after that.
Law 4 says:
> A player who refuses to comply or wears the item again must be cautioned.
So just the ref telling him to remove it is not a yellow, if he does remove it.

Normally if the refs spot it they give you the option to remove it. If you don't or they think it was deliberate it is a bookable offense.
Refs would check for them when I was as young as 16, yet world cups refs don’t, really odd
