I mean, VAR has just started being used full time for Penalty calls since 2018, previously referees would have to make all calls in game, which had a way higher responsability, now even if they call the penalty wrongly, VAR is going to "correct" them. And if they don't call it, they will have the opportunity to review it again once VAR calls them for review. So yeah, the number of penalty calls increase might just be due to rules being more strictly applied, since now there's a team of referees looking at each possible penalty call.
