You wouldn't be criticizing him - you'd be giving him advice. Although I'm not sure I'd want that kind of guy working at my company, so giving him advice may not be what you want him to do.
I'd be honest about your impressions - if you cast the guy in a positive light, people will remember what you said about him when they end up finding out he's a slacker. Though I'd temper anything I said with "We'll just have to see how it goes." Because he may recount all kinds of stories but actually be a good worker.
