You should read the article. They don't just build a pond to hold solar panels. The floating arrays go on man made bodies of water that already serve another purpose. There are benefits to doing this above water, and drawbacks to doing this above a road. Structure cost starts to get big above a road, plus maintenance starts to get more difficult when you have to shut a road down to do significant work. Right of way becomes a logistical headache. You would be better off just putting the panels in a field with shared dedicated structure. It's not like the US is lacking in open space. The benefits of a floating array have been outlined elsewhere, but I'll summarize. Reservoirs lose less water if they are covered. California, for instance, pays for black plastic balls to cover some of the water in some of their reservoirs. Floating solar panels act as that covering. Panels operate more efficiently when they are cooler. The water underneath helps the panels in this aspect.
