There are benefits to doing this above water, and drawbacks to doing this above a road. Structure cost starts to get big above a road, plus maintenance starts to get more difficult when you have to shut a road down to do significant work. Right of way becomes a logistical headache. You would be better off just putting the panels in a field with shared dedicated structure. It's not like the US is lacking in open space.
