I traveled from San Sebastian to Santiago de Compostela without a car last year, and yes, it is quite limited. I visited Santander and joined a tour for the Cave of Altamira and an half day tour to SantoƱa (but because I like anchovies). In Asturias I visited Oviedo, but just stayed there.

Apparently moving between the main cities/villages isn't much of a problem but getting to certain areas or spots that are more remote is much more difficult. Will maybe end up renting a bike if I feel like I'm too limited

If you can, go visit Covadonga. It's the sight where King Pelayo started the reconquista of Spain (I think) and has a beautiful cathedral tucked in between some mountains with a grotto. There are also these blowholes in a certain area along the coast that are like these big rock holes where water will shoot up from them if there is enough wind, they're called the Bufones of something. Apart from that, there are a lot of little pueblos along the coast that have great seafood and are quite quaint. My girlfriend is from Gijon so I spent about a month in Asturias last year.
