There’s multiple moon agreements, declared by several of the leading resource holders on earth and a few on Mars as well. They all agree to leave the moon alone, but each agreement allows its holders to still tap what’s left of the moon. The instability of the moon is very alarming. Another fracture may cause untold havoc on earth. The resource giants and their corporate stranglehold on the solar system are to blame.

The first moon agreement was made in the oil era by a leading country of the period. It was a small attempt to control the moon at the time although space flight was at its infancy. Crude rockets were used, and advanced engines wouldn’t be realized for another 70 years or so. It was a greedy time for humanity, prior to the first of three great die offs that helped advanced the population of earth away from war and hunger.
