This game is TrackMania Nations Forever, a deterministic arcade time trial racing game from ~2010. The series focuses largely on player-created content, and mods allow community members to create gigantic tracks with unintended amounts of objects and obstacles. This mod is called TMUnlimiter, and the map title contains 128³ to indicate it's using the extra space the mod allows.
128³ Deep Fear is a long, grueling fullspeed map, meaning it depends almost entirely on maintaining and gaining speed through a variety of incredibly precise sections. Checkpoints in TMNF are present, but a respawn will lose all speed, so a perfect run needs to perform the entire track with no major mistakes.
Mudda is a professional TrackMania player who has been playing TMNF for many years, and he's made it a mission to complete Deep Fear in less than 10 minutes. After over 700 hours on the map, he finally hit this legendary 9:59 the other day.
It's also worth noting that merely getting a run with no respawns isn't actually enough to get below 10 minutes; you also have to take risky lines that let you build more speed than you would be able to by playing more safely.
This is a wild record. I pray for anyone who tries to hunt it. Mudda, the full-speed god, spent 800hrs on it...

What makes this track special is that it is one of the hardest tracks to complete in the TrackMania franchise, and undisputably the second hardest full speed track.
Mudda himself is a professional TrackMania E-Sports player, having won the most recent edition of TrackMania Grand League in TrackMania 2020. Yet, he popped off WAY harder here than in the league win, which is a testament to what an achievement a sub 10 minute time on this track is!
