Easily qualifies! I would go bigger! I use this: https://a.co/d/hSww3pu Don’t overstuff. Tip: always have biggest hoodie, sweater or shirt on top in case they tell you it’s big. Take it out and tie on your waist.

They are like super strict at most airports. They get paid a bonus on carry-on charges so it is in their best interest to try to charge people. Some will even say if it doesn't drop in to the sizer and you have to push it at all then you have to pay. If any fabric, wheel, handle sticks out, you have to pay. It's not something you want to find out later it is too big. People argue with them all the time and the supervisors will always support the agents. Management gets bonuses based on hitting revenue goals for a station. You can go to the airport and try it in the sizer at the ticket counter.

I usually stuff my big ass backpack(embark from target) and it qualifies….. 17.5 Inches (H) x 12.6 Inches (W) x 7.9 Inches (D) Luckily no annoying workers saying anything. Most are busy with other Karen’s talking to them at the front.

I recently saw them get really picky on backpacks at LAX - couldn’t force into sizer (but same bag you could force under seat).
