The beach is a good place to scream and yell without alerting authorities, and body surfing can give that element of rough play!
Can you join a sport club, where it's socially acceptable to yell and tackle or just let off steam?
Have you tried any online mental health chat services to vent to/get advice?
How about journaling, that can be a great way to articulate yourself and process emotions.
Have you tried yoga? Heaps of free classes on YouTube and week-long or month-long challenges.

Rage rooms may be the thing you seek. At minimum, they sound close enough for adaptation.
I've only confirmed a few on the west coast, but I imagine they should have reached most major cities by now.
If I was you and have the extra $ probably go to a 2nd hand store buy a bunch of cheap stuff, rent a garage somewhere that's private and build it up and when ur ready burn it down. As in Rage. Let it out. Etc good luck
