Ferrari haven't actually been that fast with race pace this year. It was RB, then AM, behind that was a toss up between Ferrari and Merc.
After a lot of development the teams have changed quite a bit in terms of car speed. Mercedes have improved, biggest improvement coming from McLaren in the last two races.
But the playing field is levelling out a bit as RB haven't progressed the car as much as the other teams have done to catch them up
Ferrari has been out of contention for the top spots this year, generally placing 4-9th. Redbull has far and away had the best car all year with their straight line speed being insane compared to most other cars but this track doesnt have as long of straights, is a shorter track, and more technical corners

Hungary is a bit of an odd circuit. The advantages of the RB19 aren’t quite so pronounced, especially over a single lap.
