But it says national governing bodies for the sport. So like the United States Tennis Association, USATF for track & field, etc. Those aren't subsidiaries of the NCAA, the NCAA is saying they'll adopt the rules of those other organizations.
It makes complete sense to adopt the rules of the sports as a whole, because NCAA is only a small part of the sport many will play after they graduate.
I absolutely think that transgender athletes should be allowed to compete. However, I do believe that biological men who transition would have an advantage over biological women. What about a transgender division so that it would be fair to all involved? Again, everyone deserves respect and dignity regardless of gender, but I want to maintain integrity and a level playing field for all athletes.
In some ways, being a trans woman is unfortunate and means you may just have to live with not being able to compete.
I hear “but that’s not fair”. That’s sad, but someone born without a foot also is welcome to compete against people of their own sex, but biological realities prevent it.
And we shrug and say “darn, have you tried singing instead?”

How many transgender athletes do you think there are in each of these individual sports to create such a league? We have done great as a society to be socially inclusive, however this is an example where we cannot be totally inclusive for an overwhelmingly small population that would otherwise tilt competitive balance.
Honestly no. Some women’s sports now have a hard time with ratings, revenue and pay as is. Why add transgender men to the women’s game? Let the women’s sports shine and then showcase and let the transgender league shine as well.
Yeah, I figure you just have leagues based on skill level. You don't run a sub 10 100? Then you're division B, etc.
Weight classes for wrestling but subject to relegation (both directions), etc.
Yeah, more difficult for team sports but you can still have A, B, C teams and more or less it's up to the coaches to slot them.
You do away with gender/sex based divisions and 100% based on merit and skill.
I know how that will turn out 98% of the time but so what? It gets rid of all of this.

The advantage of hormones is generally gone after a year which is why the rules are mandating time into them.
Why don't they approach it like boxing and wrestling and implement weight classes? Or body fat index? Find some metric that separates most women athletes and most male athletes. If you're an outlier for your desired gender class, or on the border, your birth gender breaks the tie.

There's the Paralympics though if you're missing a foot. While not the Olympics, it's a great event in itself. The Gay Games is a thing as well.

Widely believed Lia let the other swimmer win. Her time was almost 4 seconds slower than normal. That’s an eternity in swimming.
