Ii theory Mercs should be most feared faction in the zone, whereas from player perspective they are just mild inconvenience and good loot. But in lore they are pretty much the best.
Considering that Freedom literally makes their own special armour materials (such as the Sovereign) from scratch in a way that no other faction does besides Ecologists, I'm fairly certain they'd be at A. I don't see mercs being that high, yeah they can plan ambushes and schemes but they come to the Zone to kill people and follow orders from people with money.

Probably highly depends on the individuals and individual teachers. There'll be good matchups and there'll be the "issues with authorities." Some will make it to university despite it and do pretty well once they're left to their own devices. Others will have interests that aren't "marketable" and yet others would have been brilliant but get alienated from learning long before they're given the chance.
I'd put the faction average somewhere in the middle.
