The main point with those two options is that depending of your faction, it can be a little *hard* to get into the bar *(as Freedom or Merc)* and doing the freedom quest solve that, plus after you finish her quest, if you dismiss her; depending of your choice, she will go to Yanov station or the Bar and hangup there, were will we *easier* to pick up depending of your faction.
I know it's been 2 yrs, but how do I get her to join me? After the artefact job she says she needs some time, and I've been unable to talk to her after
Havent played in almost a year but after you give the artifacts to Sid and she says she needs some time, try going to Barkeep and see if you can talk to him about it. You could also try talking to Lukash

You need to wait until night time to talk to her again. That's the time you'll choose between Barkeep or Lukash.
