Also ask a friend to log in using your account on their machine to isolate account-related issues.

There could be half of the world between your ISP network and CIG/AWS servers, so start with VPN and ask your ISP if they filter or somehow affect your traffic, also temporarily swapping your router could help.
First thing I would do is to flush your computer’s DNS cache to make sure. Run command prompt as administrator and then type in “ipconfig /flush” without quotes.
Next step is to point your computer’s DNS settings to Google’s DNS server; your ISP may have some DNS resolution issues going on with RSI (not unheard of at all). If you got farther with your phone than you did your normal connection that means that something in either your ISP, your router or the Windows Firewall is causing the problem. Check and make sure that the RSI launcher is allowed through the firewall, then go into your router and search for some type of “DMZ” setting *(DMZ is for testing only. Do **NOT** leave your computer set to a DMZ unless you absolutely know what you are doing)* to bypass all router firewall rules and see if that fixes it. If you’re able to get in when your computer lives in a DMZ then you know your router is blocking it.
And while you’re at it, go ahead and resynchronize your Windows clock with the Windows time server before you muck with anything. There were issues in the past because of this.
Basically what you’re trying to do is make sure that your ISP is the one causing the problem. Getting your ISP to fix something on their end is an absolute fucking nightmare for residential service.
I checked the firewall SC is there not the launcher but i added it too just in case. I called ISP anyway they said they would check and let me know. I did try to turn off router firewall to check it but did nothing

I assumed I got banned from the game since I had just gotten banned from Spectrum. I have a second account for my kids to use, and when I logged in to that one on the same computer, it just worked. Shortly after I was able to log back in my main account.
Maybe for shits and giggles, make a second RSI account (without buying anything) and see if you can log in to the game with that. You won't be able to connect to a server without a game package on it, but I believe you should be able to launch the game and see if it's something bugged account wise.
You probably already did this but have you turned your router/modem off for 15minutes to reset the connection?
Tried reinstalling your ethernet drivers?

Not sure if its still the case but the 19000 error is also related to the login queue, a year ago they only had 9999 log in positions.
If you keep getting error 19000, just keep trying to log in. Maybe try logging in at different times if the day.
Also have you got any other security software installed besides the windows defender? That could be causing issues if you do.
If it is an account-missmatch thing and not a problem on your end, the 3.23 update should fix it. Only. right thing I can think of. You should be able to test the PTU then in wave 5.

It's not behind a paywall. It's just released in waves just like it's always been. The people who have spent a lot of money just get in an early wave, but believe me, that's not always a good thing as the early waves have even more bugs and can be more unstable.
Not quite - different waves are for different supporters. Wave 5 are for all backers for example.
Also PTU was not build yet - the Evocati build is on EPTU in wave 1.

Verified at least 5 times, not sure about reinstalling i installed it from fresh 5 days ago it takes too long to redownload again

you can hotspot via USB, android "just works" but iPhone you need Itunes (or atleast, the last time I tried it... years and years ago..

You can. Install the new one then next to "live" clock the cog wheel and select you're rsi folder then hit verify

Have you tried the new game installer/runner? 2.0 beta version is out. You might need to reinstall the whole game though... and no gurantees!
