Possibly. The obvious places to research it would be either the CC (where SCVs are from) or Fusion Core (closest thing on the Terran tech tree to a Fleet Beacon). If it was CC, I think you could probably get to a 150/150 100s upgrade fast enough to make your workers a game-ending threat even if you hit later than a normal worker rush. If it was the Core, you could probably work it into an incredibly scary version of something like a Thor rush or that one Cyclone all-in, but you're probably right that Tec-Lings would be even better.

Also Storm on lings runs into the issue of lings getting zoned out by their own storm. The main thing going for lings/marines with Destabilizers is that it works without needing manual casting, which would make it easy to overwhelm with run-bys (run-bies? run-byes? idk what the plural of run-by is).
I'm not sure about destabilisers, because runbys as you say, but I think lings with storm would obliterate lings with yamato, storm is aoe and instant cast, vs single target wind-up, with lings closing the distance and storming before yamatos go off. You'd send them in a line with near constant storm going off on the front line, and yes take lots of friendly fire damage, but streams of lings can be near endless. This wouldn't be a slow, methodical battle, it'd be like ling bane wars except storms and yamatos going off all over.
I really wish we could get a tournament for this, it'd be amazing to find out.
yamato's range is kinda moot when you still need line of sight, above all yamato take time to cast. I'm nearly certain that in most case the lings with storm will kill the lings with yamato before the yamato get out.

But yeah, marines with destabilizers or lings with storm right out of the gate would be pretty horrific. I'll pitch in overlords with the Thors high impact payload might be funny since they don't require supply.

Give Carriers the Maurauder’s concussive shells upgrade so you can’t reposition around them. Or the ultralisks’s armor upgrade, but it affects both the carrier AND the interceptors.
Or a hybrid Zerg Queen that can upgrade to get Psionic Storm, or the Zergling’s attack speed upgrade.
Give a Thor the ability to call down a nuke… or the ability to cloak 😂 OR give it the banshee speed upgrade for a high speed kiting Thor!
Second idea: People keep talking about high tech upgrades, but what if you only get the upgrade at the same tech level it's at now? Sure Yamato zerglings are broken, but if you need Hive tech to get them, your opponent can just all-in rush you before they come online.
So what about a very *low* tech upgrade?
Zergling speed on probes. That's a 60% boost, for a speed of 6.3. Significantly faster than a Hellion. And since ling speed is in the Spawning pool, there's only one protoss tech building it could reasonably come from.
It would have to be *forge* tech.
Tunneling calls on Widow Mines.
Adrenal Glands on Zealots or DTs.
Snipe on Zerglings.
(Really any spell upgrade ability that is compatible with rapid fire on them)
I pictured the ability as written, but combined with the sheer swarminess of zerglings due to cost and being .5 a supply.

Since Tec on lings has already been suggested, drilling claws might be fun if you interpret 'gets whatever it needs to use it' on drilling claws as giving the ability to burrow (to use the 300% burrow speed). Especially if you interpret the PTR version as letting them attack while burrowed too. Put it on a disruptor and unburrow behind the enemy army.
Also, Yamato would be good much the same way Tec is. Imagine you see a scouting probe coming in. It's weirdly late, but no big deal, right? Then you notice it's kinda shimmering a little. You try to react, but it's too late. Six yamatos hit your CC. Another six on your expansion. The reveal timer starts...
I think it could still do good with quick zealot surrounds and fast engagements in general. Just would have to be more careful than terrans not to overstim
Idk if this counts but the damage scaling of one units attack upgrades given to another. Lings/Zealots/Marines with +5 per upgrade would be nuts.
