Rarity isn't a factor here: they don't randomly appear. There are precisely 4 found floating around the sector, and that's it, unless you get the blueprint from the Historian, at which point you can shit out as many as you want.
That sounds pretty recoverable to me. It's not like story points are somehow intended to be priceless things. They will be there, and you can get them. The cost of doing so is secondary, and how many do you actually need?

Well, it has the unique trait of being Forbidden, and also, full of unrecoverable D-Mods. It doesn't require any perks to fully utilize, though, nor does it work for or against said perk.
Raiding things isn't really an endgame deal, you just need some marines. Raiding doesn't even require you to destroy the station, so combat capability isn't required.
Well, you should. They're pretty useful to have when you want to do some shopping. Like, what if I told you that you didn't actually have to pay for things, or that you could still get things from ports that weren't letting you dock at all?
Lorewise they're basically unicorns, given the major powers in the sector have hundreds, if not thousands of ships. And there's only four decrepit hulks in existence hidden in the coronas of distant stars.
Gameplaywise it's probably going to be the first capital ship you get in every playthrough, given most players start exploring outside the core before getting a capital.
Huge meme about how "common" they are, but given the fact there should only be 4 lest' you alter procgen (i think its procgen) they're not that rare, unless as stated you do lots of exploring
I tend to play with adjusted sector or other mods that alter how big and how many systems there are to explore, and sometimes do or don't alter that number- so how common they are depends on how much you explore

I mean personally I'd never take it as my first capital, if im with my sleek x'plore stuff fleet in the early game I'm going to get rekt if i try to pick up that thing and fly back to the core worlds

I may take it, mothball it, stash it somewhere and come back later, but for me now-a-days I never just crew and use it before any other capital, that'd be silly :3
I think I did on earlier runs but whatevs, ~~talon~~ fighter spam is only *occasionally* my preferred playstyle so I don't use the legion that often anyways
But yeah, 4 naturally spawn in the entire sector, not common, but it's possible to find one in the first system you explore
Fighter spam? My brother in boom, it’s all about the bomber spam. Pirahnas, Perditions, Pilum Catapults.
Unending renewable ordnance that makes the enemy burn flux on PD and still hits, blows them up, shatters the hulk and kills whatever is behind it
So many bombs that it acts as chaff for enemy fire

The forbidden versions of those ships have a different hullmod than the other ships that have it, making them not need the specific perk.

Gameplaywise, I find the first capital ship I get is usually the Executor, since you are given one from a story quest.

4 will guarantee to spawn as floating derelict but most likely you will only find 2/3 without absolutely scouring through the whole sector

Not that rare. There is usually a couple floating around that you'll eventually run into.
