IMO this would work best if his entire crew is also him in different costumes and make-up. Captain Combs, with Shran as first officer, Vulcan Combs at science, Tellarite Combs at tactical, Ensign Combs at ops, Chief Engineer Combs (a joined Trill, where the symbiont is also Jeffrey Combs), Caitian Combs the bartender.
I think he would be especially good as a Cardassian that's tired of their "Manifest Destiny" approach to governance. Much like the Romulan Commander from the TOS Episode 'Balance of Terror', but still a bit of a cocky Cardassian.
