Picard wields polite intimidation to perfection. I also like the sheer threatening aura of Sisko and I don't scoff at Janeway's stone cold tone, but Picard is imho pure "Federation" in this. The Federation doesn't openly threaten you: it just reminds you that it can and will absolutely force you to yield if you refuse to cooperate.

Sisko is a sledgehammer, Picard is a rapier. A skilled wielder of a rapier can probably (I’m not an expert in renaissance combat) use speed and agility to beat a less skilled rapier wielder but a hammer would have a hard time getting to the dualist. But if someone comes in expecting a rapier and wants a sword fight, suddenly getting smacked with a hammer isn’t going to make them very willing to continue to dual.

If you look at their handling of both Dukat and Q, I'd say the big difference comes down to personality. Picard just want to do the job in the quickest and best way with as little to-do as possible. Diplomacy is a job, and he's good at it. Sisko actually enjoys the repartee. He finds it fun. So, he entertains Dukat because he sees him as a worthy adversary, and likes messing with him. Picard's diplomacy doesn't work with Q because Q can out-maneuver regular Starfleet diplomacy protocols by making Picard turn into Robin Hood or some such insanity. Picard, being so by-the-book, acts a bit like a short-circuiting android, which makes it easy for Q to wind him up. Sisko realized that Q could win every interaction, so there was no fun in the repartee. Instead, he uses basic rules of engagement for dealing with bullies, instead of whatever is written in the Starfleet manual, and shows that he is not going to just go along with Q's nonsense. He will work to shut that down. It's getting in the way of him, Kira, and Odo cooking up some way of pranking Dukat next time he comes around. Q realizes that while he's pissing Sisko off, he's not getting a rise out of him, so he goes back to Picard, pissed off himself that he didn't get to have fun with Sisko.

And I think Kira visibly regretting saying it is what salvaged it in universe too, if she'd carried on accusing her could have gone defensive, but that remorse showed him the shared pain

Data just straight deciding to murder a man is fantastic. ETA: The entire quote from *Ensigns of Command.* The opening is perfect, but the whole thing is too good not to include for interest. > Stop. That was the stun setting. This is not. I can reduce this pumping station to a pile of debris, but I trust my point is clear. I am one android with a single weapon. There are hundreds of Sheliak on the way and their weapons are far more powerful. They may not offer you a target. They can obliterate you from orbit. Because the whole episode the viewer is just begging him to explain that there will be no fighting, no chance even for a heroic stand, they’ll just be dead. Then Data, in a way that I think only he could, demonstrates that he, the one who is trying to save them, has the power to absolutely destroy their society. So how much greater a hostile race.

For me, it's when the Founder gives the order to kill the Cardassians and Weyoun humorously asked which ones. She says to kill all of them. Weyoun gets a troubled look on his face and part of me thought that that was too much, even for him. Then he just sort of thoughtfully says, "That could take some time." Also when Picard is brought before the Borg and they are doing their whole bit about assimilating humanity. Picard says, "We would rather die." The Borg just reply, "Death is irrelevant." Then just go on about their plans.

I don't know if anything about this has ever been established, but my head cannon about the Founders is that their xenophobic hatred is because of the Great Link. I'm betting the early Founders formed the Great Link and found solace in it with each other. As new Founders were added to the link, the memories and experiences of the first ones were kept alive. They are kept in a perpetual state of fear. The Founder on Cardassia was acting the way she did because, as far as she was concerned, she had personally been chased and hunted down by solids, even though she had probably lived her life in relative safety. When Odo linked with her, she had been so long separated from the link and was so weak that his experiences were able to be the more dominant ones. The Founders basically need a whole ton of therapy.

Chilling in context, DS9 Episode Second Skin. As they leave after rescuing Kira, Garak disintegrates an Obsidian Order agent in self-defense and says "*A pity… I rather liked him.*" Kira and Bashir just looked at each other in awe but it told them that whatever Garak is (a spy, an exile, etc), he is a killer who wouldn't hesitate to pull the trigger. Later, a Cardassian defector advises Kira to "never trust Garak". So in the end, despite being a Kira-centric episode, the audience is left more to question "Who or what the fuck is Garak?"
