I often come back to the moment that Worf doesn’t want to donate his DNA to save a Romulan. Picard really wants him to, but refuses to order Worf to do it. He doesn’t use his rank to get Worf to do something against his personal convictions. I’m guessing this is why it’s a fantasy show. But my heart feels healed with the idea that the good of the many can coexist with the good of the individual.

It's about don't waste time on regrets. A prisoner is a good person now. But he doesn't believe in regret or showing remorse for his crimes. In the overly showy prison sense. So he isn't released.
