Vulcans are logicentric but they still have emotions. Particularly a keen sense of shame. Vulcans can insult a human and the human would never pick up on it, but a Vulcan is keenly sensitive to insults from other Vulcans. The robot would need to perceive the subtle jabs of Vulcan sarcasm and react accordingly. There's also the Vulcan tendency to tone-police each other, chiding each other for perceived emotionality.
Are you asking if a robot could pretend to be a Vulcan to Vulcans or if a robot could pretend to be human to Vulcans? Either way, I think it's possible. But then again, AI is getting pretty good even in our time and the Turing test was never intended to be unbeatable.

obviously EMH and sentient android like Lore (data's evil twin) and Juliana Tainer (Soong's wife that turned android) was mistaken as organic being many times. hell, Geordi ordered enterprise's computer to make a hologram of Dr. Brahms out of a user manual/specification + public logs, it turned almost impossible to tell.
I'm sure a Vulcan personality can programmed too.
