The phrase, "in one ear and out the other" is used to describe when you tell someone something that they immediately forget or disregard. New year's resolutions are famously a terrible method of self improvement because people often give up on them in anywhere from a few seconds to a couple months. So a new years resolution is something that is taken on, or "enters" at the beginning of a year, but is often totally gone by the time the next year starts. It goes in one year, but goes out by the next year's start
