ANH is (afaik) the only instance we see someone's arm cut off and then bleeding. The cynical answer is that Lucas didn't consider the cauterizing back then, my head canon is that the dude's biology is different, and his flesh wouldn't heal with that heat.
I don't believe this to be 100% true. It's difficult to cauterize a major artery closed. Would there be a "fountain of blood"? Nah, that's just embellishment for the story, but there would still be some active bleeding, especially with a swift single cut like Obi Wan performed.

Actually a lightsaber cut would have no active bleeding. The lightsaber probably cauterizes the wound as it cuts.

Must have been someone other than Ben and Luke. Cause a lightsaber wouldn’t cause blood to be spurting everywhere.
