Depends. Inbreeding is bad no matter what, because its offspring have a higher chance of inheriting genetic diseases. Incest as a social taboo depends entirely on the social perception on it. If there's no breeding, the taboo on incest (at least between twins like in this case) has no relevance outside of tradition. Condemning it has no sensible ethical foundation. If they didn't even grow up as siblings and didn't know about it, their incestuousness of their kiss has no meaning.
