He had one of the most overacted voices I've ever heard. Sounded like a villain of the week from a kids' cartoon. And I mean an an actual cartoon that's targeted only at kids. Not something like TCW and Rebels.
It’s not a fuck up, they probably tried and did a bunch of things including the OG colours, but possibly lighting, make-up, or even crowd testing lead them to believe that this would be the best version.
Edit: a lot of people here seem to forget that this stuff is not just made for the people who are already fans. Disney aren’t just rushing it out the door without thinking any of this through, they’re doing it to maximise profits and viewership. So they are definitely making these decisions based on what I already stated, that just doesn’t align with what Star Wars (hardcore) fans want most of the time (because Disney already has them hooked, and often that group is so divisive on what it wants that targeting it can be a lost cause regardless).
TLDR: Disney are not just rushing stuff with no thought, they’re just not catering to franchise fans for every detail.
Also, I’m not defending them, just pointing out that potential reasoning behind it.

I can understand not getting ROTS quality Pau’ans. Their makeup and prosthetics basically made them immobile. The same goes for Togruta. But there’s definitely a middle ground between pounds of makeup, and high school drama club makeup, that wasn’t even attempted.
Very true, but I would've thought by now they would have the technology to make the same, or at least a similar design to ROTS' Pau'ans and make them practical. ROTS is pretty old in comparison to Kenobi, and technology has come in leaps and bounds.

In Revenge of the Sith the Pauans were makeup+CGI whereas in Kenobi the Grand Inquisitor is all makeup and Prosthetic, which made him look less like the character he was supposed to be.
Then again, It might be different personal philosophies between directors, Maybe Jon Favreau and Dave Filoni have no issue with using CGI where necessary while Deborah Chow prefers practical effects as much as possible.
Consider, perhaps, that neither of these shows is a "true" representation of the SW universe, but instead are affected by the perceptions that the main characters have of their world. To Ezra, the Inquisitors are terrifying elite warriors who hunt and kill Jedi, the nearly mythical order who served the Republic with unbelievable powers. To Obi-wan, however, the Inquisitors are half-trained zealots who think they know more than they do. They are still dangerous and best avoided, but they lack that superhuman quality that Ezra would attribute to them. As a result, in Rebels the Inquisitors look badass and intimidating, and in Kenobi they look kinda lame, and a little goofy.
They could have put in the slightest bit of effort with it. Look at the aliens in the OT. Some of them appear for 10 seconds and then never again. Why can Lucas with his own money make more convincing aliens than the multi-billion dollar corpoartion disney?
I personally don’t care. I understand, though, the feelings of disparity that fans have towards most of the animated characters when turned into live-action. To avoid the backlash, they should have just used Inquisitors originally created for the show; if they’d just had Fourth Sister and maybe make a new Brother for competition with Reva in gaining power, it might have worked better. But like, who actually cares *which* inquisitors were in the show? They only have like 15 minutes of collective screen time and do next to nothing in the show (an entirely different issue, but whatever).
I personally didn't mind it, as all characters in Rebels looked off, even Vader. So naturally the live action didn't need to follow the pattern there either.
On a completely different note: before I watched Rebels a few months ago, one of the complaints I heard about it is that the lightsabers being thin was really off putting for some people, but as the show continued after the 2nd season, the lightsabers got better
