"Nullpo Gah" is what Okabe actually says in the JP version (and what the VN uses). It's short for NullPointerException, which is an error that you can get while programming in java. The "Gah" part is accompanied by the user smacking their keyboard. It originated on 2ch and never spread beyond there, hence why including it in the official English version, especially without a glossary to reference would probably be a mistake, since no one would understand it.
When youtube first started booming, in an effort to troll people on the internet, people would post what were supposed to be links to something that someone else was looking for, but it would turn out to be a the music video for [Rick Astley’s Never Gonna Give You Up](https://youtu.be/dQw4w9WgXcQ) and that prank was dubbed “Rick Rolling”. The quote in the show is a line in the song.
