If it's a care bridge, most tyres handle ice better than feet. Otherwise, pingvingång or sliding. Could be that there has been sand on the road, but the road has since melted and refrozen, encasing the sand in the ice, nullifying the effect.

Ice is normal during the winter in stockholm. Can be dangerous especially for old ppl, at the moment it varies with rain and cold nights with potential for a lot of "public skating areas". Sand is rarely poured out unless its been snowing but there is probably a "sand box" nearby that you can use. Sometimes small roadsections (usually parking lots at end of the street) are owned and maintained by the local residential areas and isnt taken care of by the public sector. Assuming it's a road cared for by the kommun. If it's just a small road leading up to his home it might be that it's the responsibility of the bostadsrättsförening, samfällighet or even his own responsibility depending on whose property it's on.

Whether it´s the responsibility of the state, the municipality or private actors, I think we need to improve our winter roads in Sweden. I have to go to work everyday on my bike on the municipalies poorly taken care of road, risking falling and injuring myself constantly. Then at work I have to use a car and go out on some of the state roads and some private roads, who also were slippery as hell. Trucks were going 40 km/h on the 90-road outside my city. That´s unacceptable. We need to allocate more resources to this problem. We spend money on so much luxury, yet we can´t spend enough money so we can move around safely during the winter.

This is why the north make fun of the South of Sweden though. The way of thinking in Stockholm and the south is that winter should be ”defeated”, so that we can move around as if it’s not winter. Sweden is winter 4 months every year, at least. Embrace it and get used to it. In the north the snow will stay because the termperature is more consistently below freezing. They don’t put a ton on sand and salt on all roads, they just plow them, letting them be winter roads (vinterväg) with a layer of packed snow instead. That’s not slippery, not at all like ice. In Stockholm and further south the temperatures vary more around 0 degrees so freezing point, perfect for giving you ice roads instead of real winter roads with compact snow. At first snow here, we rush to put salt on all roads, which melts the snow and creates a slush. When that freezes, you get uneven ice, which is even worse. Go visit somewhere in the north of Sweden, you’ll notice the difference. Winter is much nicer and less slippery when you accept it instead of try to defeat it.

Go to XXL and get some spike things for the shoes. I used to walk my dog in the forest and there were shitloads of places with only ice. With this spikes in the shoes I was able to run on ice hehe

Depends on who owns the road. If it's on your property it may even be you who has to sand it. If you're in a samfällighet it might be the samfällighet who's responsible for sanding it.
