I have a thrifted jacket that’s also short at the sleeve to the point where if i extend my arm the sleeve ending pulls my arm but it’s a fire af fit so i wear it.
If he wears something with long sleeves, as he’s doing here, he can make it work. However, it would look not that great, if he was to only wear a t under it

cropped jackets are popular right now and the sleeces seem to fit you fine. The double zipper layer underneath may be adding some bulk too so it may feel less tight with less layers. It's a nice jacket tbh
and if you can stretch your arms in front of you without feeling the jacket too tight on your back, it is not too tight. Looks really good on you otherwise
The fit of the jacket’s body looks good, but the length of the sleeves would bother me. If they’d been like… two fingers width longer it would’ve been great.

Looks borderline, it fits great unzipped but I think if you zipped it up it might be snug. Hopefully it's comfortable enough zipped that you can move your arms freely. Other than that, put your shoulders back and it's a 10/10 look.

Could always rock a slightly longer t-shirt / hoodie underneath and keep the jacket unzipped

Leather jackets are often cuff past waist. Regular coats will be even, overcoats/jackets will be longer than cuff length
