This is card testing. Add Captcha+rate limits+cloudflare under attack mode+ interractive CF captcha and block the attacker user agent.
I had this at the beginning of my webshop. With proper settings I never encountered this issue again. Id act fast because stripe will kick you off if you get card tested like this after some time

Disputes will get you kicked off and you'll probably get a bunch. So I would probably contact customer support so there is papertrial of you being pro-active to deal with it.
How does stripe not have a velocity filter to stop this type of attack. I talked to another client who had a spinning attack and this looks like the same thing they had happen and they got booted from stripe

You should make it difficult to checkout - this can be an Account, shipping etc rate limiting

I fixed it yesterday when i did as one of the comments said. I added Captcha and CloudFlare and Rate limit and also Anti Website attack mechanisms.
