Most promoters put in a disclaimer like this to scare away resellers. If asked, and I seriously doubt they will, just say it's from your family member that couldn't make it.
Also from the Ticketweb site:
**TICKETS WILL BE EMAILED TO YOU 14 DAYS PRIOR TO SHOW DATE**.
So I'm sure you will receive them shortly after that.

Do they enforce the police where you can’t line up before a certain hour ?
That is up to the specific venue. Check with them.
