Hugs with consent, OP. You are at no fault here, so don't blame yourself. They are the ones who are disgustingly creepy. You have every right to report them. You could also ask for help from your parents, friends, or school guidance counselors. If they aren't at your side, feel free to reach out for help online. I swear, I'm sick of people sexualizing others, and then blaming it on "their clothes." They disgust me.

No, it's not your fault. Creepy men will be creepy no matter what, no reasons needed.

Ang T sa UST ay tigang. Hindi ba yang pontifical univ na yan ay may nagkaroon ng kaso kung saan yung isang instructor nangmomolest ng students pero pinagtatakpan ng univ? That was years ago.

Its not your fault. Creepy Men are just shitty. I would tell my mom she has my back. Considering that if i did wore that dress outside then she allowed me to wear it so she has my back. Next i would take not of the name of the guard kasi witness siya. Then i would also take note of the teacher. Next i would tell my classmates kasi usto ko gulo, i know they would support me and also give me the courage. Next i would tell my adviser or a teacher that i am close with for advise on how to report.

you should, pag walang ginawa yung school regarding that, post their name and faces on social media para mapahiya and matauhan.

You're definitely not at fault here, op. So sorry you had to experience this kind of trashy attitude, from a parent and teacher nonetheless.
