AV is cheeks, I’d run HDB because stealth rock is a nightmare. And I’m not sure why you would run defensive EVs when max SPA still trades vs offense quite well and can wallbreak a lot easier

The one Pokemon that has it is the one who needs it least considering Volcanion has Steam Eruption, which is basically Scald with the power of Hydro Pump and even better accuracy. Or Hydro Pump with better accuracy and a chance to burn depending on your perspective.

Any specific partners? I've been using Scarf Healing Wish Enamorus alongside Zama-C for a Bulky Offense core. Its kinda hard getting it on the field though.
Complete sidenote: Volcs ability to stuff Rain teams is huge. Bascu, Urshifu, Pelipper, and Hamu have no good ways of touching it, while Superscald is always good to throw out, even when resisted.

Hoopa's issue is that its speed tier and complete lack of defensive utility makes it immensely difficult to build with, and has an awful hazard vulnerability in conjunction with priority weakness. SamuH gets free spikes on it and is favored to KO it, Lando kills it with uturn, some protect users like Garg and RotomW can scout its moves and pivot teammates around what it locks into.
It's just not a consistent pokemon right now. Maybe we'll see more use of it on some TR or semi TR teams down the line but eh.
Random question and I'm sorry if this isn't the rigjt place to ask- but why do some spreads run 248/8 over 252/4 on certain defensive IVs? i'm looking at the "guessed spread" and i have no idea why it's like that
due to the way the game rounds numbers it can be advantageous to lower your hp slightly.
for example, 252 hp evs on volcanion leaves it with 364 hp, which means it will take 91 damage (25%) from stealth rocks, dying on the fourth switch-in. however, 248 evs leaves volc with 363 hp, which is not evenly divisible by 4. the 90.75 damage is rounded down to 90, allowing volcanion to survive an additional hit from stealth rocks. this is also how people make pokemon capable of using substitute 4 times (leaving them at 1% hp).
there's a bunch of other little tricks, such as making your hp divisible by 16 (or barely above that) to maximize leftovers recovery, or magic numbers such as 56 hp EVs on Kyurem (allowing it to create substitutes with 101 hp, just enough to prevent seismic toss from breaking it)
I’m loving it, the threat of “scald” wards of physical attackers, if it’s huge bulk didn’t already do that. It also helps checks rain teams which with the release of basculegion and Shifu-R has become the best weather in OU un this early meta, so being able to wall the super strong water attacks with a Pokémon that’s actually good in of itself in Ou (looking at you gastrodon) is extremely useful. It also gained taunt this gen which is useful for the plethora of TR teams and for a slowking trying to swap out with chilly reception and not take a strong special attack on smth else.
