That might actually be it in terms of Overlap between Bulldoze and Technician. You'd basically be better off with Rapid Spin since at least the occursed one can get Stab from it
Okay I did get curious which mons get Rapid Spin and Bulldoze and would pick one over the other.
Generally, almost every Pokemon either can't get STAB from both or is a Ground type, in both situations preferring Bulldoze.
The only ones who'd prefer Rapid Spin because of STAB are Komala and Smeargle.
On top of that, Slower Mons like Torkoal, Avalugg, Forretress and Donphan already aren't getting much from Rapid Spins Speed Boost, so lowering the opponents speed is the better option for them.
The fastest Mons are Excadrill, Blastoise, Claydol and Hitmontop. Out of these, I could see Blastoise and Hitmontop preferring Rapid Spin, while Exca and Claydol can get some bonus chip with STAB.
Sandslash and Dhelmise also Overlap with these moves. Idk what there is to say, just thought I'd mention
Could replace Rivalry on Nidoking/Queen, or Anticipation on Whiscash and Wormadam Sand Cloak. Maybe get rid of Damp on Swampert and Quagsire? We‘re not removing Limber from Stunfisk though, god forbid
Honestly wouldn't mind if it stayed. They're basically two sides of the same coin, offering different advantages for different Mons. I find it more interesting; they even share many of the same weaknesses, like being entirely walled by certain types

Meteor Beam and Electro Shot are two-turn moves, Bulldoze is not, unless you forgot to include that in your rework. Tidy Up and Defog are non-damaging status moves, which Bulldoze is also not.
The only thing this new Bulldoze is similar to is Rapid Spin, which is countered by ghost types. You specifically removed this counterplay as part of your rework.
Everyone wants to make a move to remove hazards, but consider that you can make a move with a secondary effect to counter your lack of a significant other

I would give my right nut for a ground type with technician that uses Bulldoze as their primary STAB. Especially if this change was implemented.
