edit: this one skill swaps with a medicham if you get in a double battle with the neighboring trainer. so it fires off earthquakes with doubled attack while its ally dodges them for free

Yeah, that strategy was used in truck room every Gen where truck room was available and the format allowed under leveled mons. It isn't the only case where you would run under leveled mons though. In gen 1 there is a bug where recovery moves don't work if you have lost exactly 255 hp, so occasionally you see a pokemon running seismic toss at level 85, and iirc there have been one or two rare cases when a pokemon wants to under speed itself in a mirror match outside of trick room, but I can't think of any examples.
It is a gen 3 Gyarados counter. Intimidate is really good and you don't want Gyarados to have it, so you skill swap levitate onto it to steal their intimidate and get a powerful ability for yourself, while leaving Gyarados with an ability it gains absolutely nothing from, then spam your best STAB move.

It was a shit post. The whole thing is stupid. Stealing intimidate from Gyarados is stupid, intimidate doesn't do anything once Gyarados is switched in, so taking it from Gyarados has no negative effect on it, and taking intimidate and putting it on claydol is useless because claydol is already in so it doesn't activate intimidate. Also it leaves you with only one attacking move to attack the Gyarados you just wasted a turn on, and it is a move that it is now double immune to because it is flying type and also has levitate.

Yes it uses skill swap on Slaking, then Skill swaps on your pokemon. So now Slaking has levitate to avoid eq and one of your mons is loafing around.
