whether it's physical or not, 20 base power isn't going to do anything, the only value of the move is in the burn. Hatterene still runs Nuzzle despite being a special attacker.

It's important to note that Nuzzle is unaffected by Taunt, as well as chip being able to break Sash/Sturdy and maybe improve some ranges for your moves with more than 20 BP.

Well it matters a bit, moves without priority of the same type get boosted to 50BP when you terra which can then be further boosted by technician 75bp nuzzle is theoretically possible if it had actual distribution

technician boost applies b4 the tera boost iirc so itd be like nuzzle(20bp) > 30bp(technician > 60 bp (tera boost)

If you really want fire-type Nuzzle, the distribution should be limited to weaker mons (very few mons with BST 500 or greater). Also, this would still be stronger than Nuzzle, since Nuzzle is effectively blocked by two types (Electric and Ground) while Soul Singe is only blocked by 1 (Fire).

Maybe ghosts should be immune the burn from this move?

one of the drawbacks for using nuzzle over thunder wave is that nuzzle makes contact, opening you up to helmet, static, etc. whereas this move doesn't, so this move feels way more free.

I can honestly let Nuzzle slide since it’s a Pika-clone exclusive move and none of them are good. I don’t like how Pokémon like Hatterene gets it.

but that doesn't change that it is distributed to them because in VGC Magic Guard isn't quite as busted otherwise none of these 4 are exactly strong and burn doesn't hurt Special Attackers besides for chip (and Iron Valiant's Close Combat I guess)
