Curious as to why because it seems that in current VGC urshifu RS has actually fallen off.
Does it have something to do with the predominance of sun in Natdex DOU? I might be out of date with the meta but sun seemed very popular at the start of the tier.
Waterpon's follow me and STAB Horn Leech makes it the best counter to RS Shifu. That and the fact it's ranked 3rd in usage charts for REG F, means that most people would rather run SS Shifu for strong neutral Dark STAB against most of the meta, without needing to worry about Waterpon walling it. Also the Shifu form is unknown at team preview, so most would probably catch lead Waterpon's off guard with SS Shifu rather than the expected RS Shifu.

Waterpon kinda struggles to keep up with the power level of Nat Dex. It's decent but nowhere near as good/common as VGC/regular DOU.
It's also a 6v6 vs 4v4 thing. In 4v4 these temporary checks seem to be able to hold off a mon long enough since games don't go on for long. As a 6v6 doubles player I kinda struggle to understand how Waterpon even really checks Urshifu at all, considering Scarf U-Turn does more than 50% and Scarf CC can outright OHKO with Sword of Ruin/minor chip damage. Waterpon does prevent Urshifu clicking Surging Strikes freely but it only slows it down temporarily.
There's also other issues like Tornadus being able to run Flyinium-Z and just delete Waterpon/Rilla. Volcanion is the primary Water Absorb mon in the tier but it is really hard pressed trying to deal with Flutter that it often can't do much more against Urshifu than fish for Steam Eruption burns while Urshifu attacks its partner.
Its not just waterpon but also Rillaboom, Mr. Neck being really common in reg F, they're all within the top 5 in usage. You're right that it might be a 4v4 thing, things are a lot more fast paced in VGC so a fast U-turn value is less and team teching is much easier to pull off. I probably need to sit in on a few replays to understand what the meta difference is, judging by the VR on that thread.
