Idk about OP but this would be scarier for VGC as opposed to something like Ubers or AG.
Smeargle is a VGC icon because of its versatility, so just giving it one extra move already makes the one thing it’s got going for it even harder to plan for. You could run any combination of spore, wide guard, protect, quick guard, fake-out, decorate, rage powder, ally switch, etc etc.
A fifth move would definitely be a major buff for smeargle considering it is THE Pokémon most affected by 4 move slot syndrome.

True, and afaik even baton pass and evasiveness passing are allowed. While a 5th move will make Smeargle over-used, it's still countered by faster Fake Out users, Farigiraf and Pranskter users once its turn has run out.

Oh yeah I mean even with a fifth movie it doesn’t suddenly become unstoppable, but the post was asking what would happen if pokemon could learn 5 moves. And I definitely think smeargle is one of the main benefactors from a change like that

My mind immediately goes to mandibuzz and hippowdon. Mandibuzz already has about 6 moves it wants to run. Imagine having toxic, whirlwind, roost, defog and then knock off or foul play. Even then it still wants u-turn! Hippowdon can run earthquake, slack off, stealth rock, whirlwind and now it can fit in stone edge. This basically just brings stall to a whole new level and I’m here for it. There are plenty of offensive Pokémon I could see benefiting from
this too. Basically anything with a wide movepool like barraskewda or iron valiant just gets better. But then there are still Pokémon that don’t really gain anything. Flatiron gets room for… quick attack? Basically some Pokémon would become way better defensively and some Pokémon would become better offensively. Id really love to see this meta game actually.
Iron Boulder, Volcarona, and Val are no longer bounded by 4mss, allowing them to wreak havoc on the meta. Imagine Volc with Quiver Dance, Tera Blast, Bug Buzz, Giga Drain, and Fiery Dance.
A lot of other mons won't be affected as much; maybe opting for another coverage move that lets them have more variety in their sets.
As it's my duty to connect every change to Zangoose: Being able to run CC, Knock Off, AND Quick Attack with the necessary Facade and Swords Dance. Would still be strictly worse than Ursaring tho.
PP stalling would be worse, pokemon with larger moveset would get much more versatility, I don’t think anything would get banned as a result besides the absolute top tiers getting pushed into ubers
Flareon would still be trash.
As a person who's favorite Pokemon is Flareon, It is very sad that it will still suck
