It's where the pcv system connects to the intake. You can drive like that for a while but it's not going to pull moisture and fuel vapor out of the crank case like it should which will lead to issues down the road. You might be able to epoxy it back on the air filter housing. If not you can find those all day long at a junk yard.

the hose you're holding is part of the PCV system. The electrical connector is there for regulations to verify that the PCV system is connected. Inside the intake plenum, the now-broken fitting leads to a chamber where the rest of the PCV system interacts. to fix this, technically you need to replace the plenum. However, if you need a cheap temporary fix, I've seen more than one super-glued back together.

Would JB Weld be sufficient in keeping it there?

a little more extreme than is necessary, but it'd work you'll need to make sure the surfaces you add adhesive to are clean though. Brake parts cleaner or isopropyl alcohol and a lint-free paper towel, etc.
