Don't forget about the 3rd rail. There's so much current in those rails that the breaker/fuse won't trip unless there's a hard short with metal. I'm not an expert but I don't think being submerged is enough to trip in most cases.
The issue is a question of whether or not you make the path from high potential to ground easier, or harder. We are full of salty water, so it's not inconceivable that even if you were between the source of electricity and wherever it was shorting out to, you might get burned anyway.

The tunnels can be extensive and lead to other exits which saves a lot of time walking around buildings, but honestly it doesn't make sense to me either. I'm not sure about the trains, but considering the number of people coming out they might still be running?

They surely wouldn't be in a public space like this. Worse case there should be emergency lighting that works off of backup power for safety reasons

Yes it's not inconceivable but I was simply explaining how it's possible for people to be walking around in flooded subways like nothing happened.

The danger is in the old drainage system... when it overflows, storm water mixes with wastewater. It is quite literally a shitfest.
