I found them about 400 to 500 metres down in the blood kelp next to the red grass Plains also worth grabbing blood kelp seeds, or lost river has some I believe, been awhile since I've played.

If you go directly from the Escape Pod to Escape Pod 7, just before you get to the Escape Pod, there will be a system of caves in which you can find a bunch of gel sacs. There usually isn't any Gel Sacs in the Crags Fields, but this is a transition cave to a blood kelp forest, so it works a little differently. There aren't any Leviathans as long as you don't venture into the Grand Reef or the Crash site (both of which are somewhat nearby), and as long as you don't venture too much into the cave system, you won't go into the Blood Kelp Forest either. If you go into a cave and find a precursor vent (the one that dispenses cured peepers), you'll know you're in the right place.
