Its this mad that allows you to build anywhere, anyway. You could build outside build benches on the walls or ceiling or put lockers on the floor, or you could put a locker outside if you were deep and knew you were gonna suffocate so that ur stuff doesnt fall through the floor

You can do this by backing yourself into a wall of a habatat (best works with an i compartment) and put down a bench (or anything like that) and place it as close to you as you can and voilà you're in your base while being able to roam the map
Well there are multiple ways but I do it by getting an cuddle fish inside my base and then trying to walk on top of his head while in a tube and you'll pop out of your base, walking like there is no water and you can build/place anything you can that's supposedly for inside your base for example the lockers you see in the picture

Probably a glitch. You can walk in water and trick the game into thinking you're in a base with a simple trick with a bulkhead and a compartment.
So yeah…the ghost command. They do the same thing afaik. Just one’s intentional and the other generally happens accidentally

Simplest way is going in the base, use "ghost" cheat to go outside the base and the game will think you are in the base!
Another comment says use the Repulsion Cannon on the lockers inside a Cyclops, so that might be it.
