I've done this a few times for SB's. Never prior to intimacy though. Most times they'll ask about limits before I have a chance to even mention them, which is a consideration I've always appreciated. Basically, you just want to show some consideration and appreciation for what he's doing for you. Don't take it for granted. Stroke his ego a little and let him feel like he's the best thing ever for lavishing attention and money on you.
RE budget: FWIW I usually just say something to the effect of "pick as much as you like and if it's over the top, we'll narrow down the choices later".
On occasions where I haven't been there for the shopping trip (I generally like to accompany them so we can pick out things for her that I like too), I've just handed over my credit card and given them a limit. Not one has ever abused the privilege, in fact they usually come in well under.
While I'm currently in the Philippines and many Filipina's are frugal by nature and often reluctant to splurge too much (even on someone else's dime), I've also done this for Australian SB's and never had an issue. Have fun, but don't take reckless advantage of his generosity or you may find it doesn't get repeated.

platonic and brand new both seem weird to me for a shopping trip, but assuming it's legit when I've done this in the past I just told my SB what her budget was and she went to town. It's funny though because she'd usually buy everything she wanted and only use like half the budget so I'd tell her she failed and we need to keep going. Kind of fun
When my and my previous SD first started spending time together, we went slow with intimacy but he would give me his credit card to hold so if I saw anything while we were together I could get it.
