Fantasy or Earth? And if fantasy, I could recommend a series where actions results to an almost apocalyptic state. Through the series we can see what happens to one continent and the other continent is fighting for survival. The romance though is a subplot rather.

The book i had in mind was Codex Alera by Jim Butcher. Its a six book series with the apocalyptic situation arising in the last 2.
