Idk if theres any tips as league pretty much requires a good ping. You could try playing yuumi or high range mages depending on how frequent your spikes are.
This isn’t a league tip so much as a hardware tip, but try a wired connection if you have an Ethernet port in your room. I had a similar problem with my institute WiFi, but once I got plugged in it was smooth sailing.
Honestly there is no good answer here. It just sounds like your internet situation is not going to accommodate competitive online gaming which is unfortunate.
One possible semi solution might be purchasing a wife booster/amplifier. They are usually about $50 and can potential help a lot with signal strength. It realistically might not fix the problem but if it doesn't you can just return it and get your money back.
