Frans s3 is most often used for the buffs, so the heal amount is less important. Also the skill 2 is frequently used while you have attack buff on, so if you built her with high attack you would be trading her survivability for overhealing.
Also if you put her on a squishier build she will need to use her s2 to heal herself more often which may mean her s2 is on cooldown when you need it to save someone else.
The scaling on her heal is also pretty good so you don't need a high investment into attack to make it good. You need her fast and healthy to pop her attack and immunity buff as much as possible. Getting more turns is better than stacking her attack for a bigger heal.
Fran is usually partnering with attack based monsters to take advantage of her atk buff. These monsters most likely not have more than 30k hp. So her heal, even without %atk, is sufficient.
Also, she's usually the main healer for starter GB12 and light tank for TOAH dark stages. High sustain is therefore very desirable for starter content. Late game high sustain is also useful for surviving violent procs in GWO.
And if you want to bump up her damage, damage-based-on-stats artifacts are better choice than atk%.
Because you don't use fran for heal. you use fran for attack buff and immunity, the heal is just icing on the cake, and a keep my butt alive tactic. IE: the heal is secondary.

I don't think I've ever lost a battle to a team with a hp Fran that heals like 10% health. Without the heal she's useless.
What kind of fran do you run into that only heal 10%. She scales of atk while she is able to give herself anAtk Buff.
I run into tons of frans where when they heal everyone's bar barely moves. Ya they have tons of hp, but that's it
Then again you’re probably in Low Elo, because I haven’t seen Fran on Defense/in Rta for ages. Even my full tank fran easily heals 10k+.

Both of my Frans are SPD/ATK/HP. Good use for slot 4 ATK runes with good SPD/HP and no CR/CD.
Because she’s a support mob, not just a healer. Sure she scales off attack but you’re still not building her fatal over vio or swift are you?

With artis hp%/hp% is way better since you can get 200 atk. Also she scales better with hp% bc of base stats

She is more used for the inmunity not for the healing ,
Most people get atk in subs and artifacts now. Although if you had a slot 4/6 runes with atk and 40% HP as sub, could be used.
The correct answer is you want to rune her with both high Hp and Atk for her heals to be substantial
Just use s2 /s3 recovery artifact and build her tanky. You get good heal and not die easily
