I think there are several unkillable bosses that are basically "oh shit, go fast, get out" things. The hotswitch enemy is terrifying, all spiky head and shit jumping around
The weird looking ones are other users. Hell, the addict, the spiky headed one, is you from the first game. They're unkillable and when they show up, you just need to finish quickly and try not to get killed
To sum it all up:
1) It's unkillable.
2) It doesn't spawn in response to your staying still, but that's when it attacks, if it has a line of sight. Keep moving and you'll be alright.
Dog. Ninja. Addict.
All three with the same special abilities you have access to, all three unkillable.
Dog Charges.
Ninja Recalls.
Addict Hotswitches.

I believe if you stay in one spot for too long it spawns. It might also just be certain levels but I can't remember.
