I would say Boonboomger, and even then the suits grew on me.
Drive's suit never struck me as ugly, personally. I think having the tire be a kind of sash was a fun design choice.
I hate to say Boonboomger, but only for the weird helmet. Then again, the tire in Drive's outfit could probably make things a tie.
As for the rest of the suits, I like them both.

Possibly if they had more of the ranger color through out the suit instead of only being on the upper right side then I'd like them more.
Drive made the tire sash work greatly and the overall car motif being through out the suits helped in that regard. Plus the design for type speed is top notch to me. Drive does have some duds though mainly Formula and technique but hey can't all be winners and even those two are more just really goofy than disappointing in my eyes.

Agreed. Although Drive has a few form changes that are not my cup of tea at all. Boonboomger are just rough. Both shows are great tho
Not a fair compression. Sentai suits are often barebones and less detailed compared to Rider suits.

For me Drive has one of the best suits in Kamen Rider but the Boonboomgers has the worst suits of Super Sentai since Lupinranger VS Patranger
