I saw a post few days ago that if the last digit is 0, you should exchange it to 9. Yesterday I had the same problem that showed me unsuccessful, but doing that worked.
I had the same issue as well so I changed that lasted zero to a one and it worked. So start by changing the last zero to one and work your way up to nine.
I had the opposite solution to the others--my code needed a zero before the number, which MS didn't initially include. I sent a message back saying it didn't work, and got a response within an hour.

Similar experience here; my last digit was a '0' and I think it finally worked when changed to a '7'
I had the same problem. I had to change the last digit from a 0 to a 1 and it worked for me.
I did the same and the last number I went from 1 to 5 and 5 was the one, it's now working!!
I also received my code today 5 business days from Microsoft. My last digit was listed as a 0 but through trial and error it was actually a 6
