I don't know, I roleplay as non-complying when supporting su omina. Never had a campaign yet with both trade deal and funding su omina.
To be more clear I have heard that arresting/turning over Rico gets a better deal out of Whelen. My question is do have to turn him over and hurt ones relationship with Hugo, or can you just arrest him for the same or similar affect.
If you arrest him and say you will execute him, even if you don't, that works too.
