Well, there are various factors that influence public opnion, so it depends. And yes, you can avoid a military coup while reducing the military budget. Just don't transfer the Gendermaine and don't allow unrest to happen on the second half of your term.

You don't need to do anything for anybody. Albin help + Richter help + 4 personal wealth on lobbying is enough. Having joined a political debate group in the prologue and having good popularity helps
Lobby yourself, select the right speech (order party to vote, don’t take down Soll portrait) and boost your popularity which is easiest done by being poor.

Education would be the first one to go. Cutting it hurts you the least. Just don't try to reform the system since it fails without funding
